LOTI outcomes-driven methodology
What is it?
This slide deck outlines and explains LOTI’s outcomes-driven methodology; an extension of the Design Council’s double diamond approach.
Why have we created it?
LOTI was set up to achieve real-world service improvements and outcomes for Londoners. We avoid using the terms ‘technology-driven’ and ‘data-driven’. Technology and data represent a very powerful set of tools and approaches, but they are the means, not the end, and it’s the ends we care about. For that reason, we are firmly ‘Outcomes-Driven’. We use Outcomes-Driven methodology to ensure we always start projects with the end in mind.

Who should use it?
All LOTI projects use this methodology or its sister Outcomes-Based Methodology for Data Projects. We warmly encourage its use by teams across local government who are aiming to achieve outcomes in an uncertain environment.
