Develop the data (ethics) literacy of residents


To be truly accountable to residents, local authorities need to help them understand data issues and data decisions in the appropriate context. 

As such, LOTI believes that the most mature organisations should proactively seek to educate their residents on topics including: 

  • How councils use data
  • What the resident’s legal rights around data are
  • Technologies where there are particular ethical dilemmas
  • How councils mitigate ethical risks

To do this, LOTI recommends that information governance (IG) officers, data officers and resident engagement and communication officers develop public campaigns around data.

Recommendation 6 in practice

The Alan Turing Institute created a Citizen’s Guide to Data to help educate residents in Camden’s citizen jury about the social, legal and ethical issues around data.
