The London Office of Technology and Innovation (LOTI) is on the hunt for a talented and enthusiastic individual to join our small but mighty team. We’re looking for someone to fill the new role of Digital Best Practice Manager, focused on equipping London borough councils with the best possible information and evidence to drive their technology, data and innovation efforts.

About LOTI


For those unfamiliar, LOTI is London local government’s collaborative innovation team. We’re a membership organisation that helps London borough councils and the Greater London Authority (GLA) harness innovation, data and technology to become high-performing organisations, enhance services and collectively tackle London’s biggest challenges. We foster a vibrant community of over 1,500 local government colleagues, connecting them online and in person to share knowledge, build capacity, run projects, and influence change.

About the role


In a nutshell, this role is all about building and sharing knowledge. London boroughs need access to the best possible information and leading practices to truly unlock their potential. That’s where you come in.

You’ll be responsible for:

  • Providing original research and insights: Be the go-to person in the LOTI team for information on a range of digital topics, and particularly all things Artificial Intelligence. You’ll oversee networks of local government professionals implementing AI solutions, facilitating the sharing of use cases, policies, and intelligence on the latest tools and suppliers. Beyond AI, you’ll rapidly research and answer specific questions boroughs raise about technology, digital and data, from open-source solutions to best practices in channel shift.
  • Leading LOTI’s knowledge management for members: This involves collecting, curating, and unearthing insights on core issues. Imagine gathering details of technology applications used across boroughs, turning that data into insightful briefings on supplier and system trends, and leading our Digital, Data, and Technology (DDaT) cost benchmarking work. You’ll also be a key player in curating and sharing vital cybersecurity insights.
  • Supporting the LOTI Team: You’ll lend a hand with broader team activities, from facilitating workshops to contributing to LOTI’s wider mission, which covers areas as diverse as tackling climate change to combatting homelessness.

Who we’re looking for


To be our ideal candidate, you’ll have:

  • Experience in conducting primary and desktop research and presenting insights clearly and concisely, both in writing and orally.
  • Credibility to discuss digital topics with council IT and digital teams, with a solid understanding of technical terms and language, especially in the realm of AI.
  • Excellent communication and stakeholder management skills, comfortable interacting with and presenting to all levels of seniority.
  • A comfort level working with data in spreadsheets, as well as presenting findings in workshops.
  • Buckets of creativity and initiative – you’re proactive in spotting opportunities and designing new approaches based on member feedback.
  • A passion for problem-solving in complex, sometimes ambiguous environments.
  • The flexibility to manage a varied workload in a fast-moving team.
  • A commitment to continuous learning and honing your craft.
