Housing Services IT procurement specification and templates


What is it?

A collection of three reusable guides and templates to help councils wishing to procure Housing Management Services IT systems. These include:

  1. An Outcomes-based Tender Specification: this document outlines the key outcomes and capabilities boroughs want in Housing Services, including: Homelessness and Housing Needs, Tenancy and Housing Management, Leaseholders and Right to Buy, and Asset Management and Repairs. Additional non-functional requirements, such as the need for integration, payments, etc. are also covered.
  2. Tender Evaluation Guidance: this document shows how quality and value for money scores can be broken down for each of the Housing Service capabilities.
  3. Route to Market Guidance: this outlines a set of criteria boroughs may wish to consider when deciding what routes to market to pursue.

Why did we create it?

LOTI has been working with a number of boroughs to apply the guidance from our Innovation in Procurement Toolkit to a real tender opportunity. The three templates listed here are the product of that work, which focused on procuring Housing Management Services IT Systems. The resources are intended to help boroughs express their needs to the market in a clear and concise way and evaluate suppliers’ proposals effectively. They can be tailored to reflect borough or service priorities and contexts.

Who should use it?

The templates have been created for use by procurement leads, IT teams and Housing Services staff working on procuring technology for service areas including Homelessness and Housing Needs, Tenancy and Housing Management, Leaseholders and Right to Buy, and Asset Management and Repairs.
