Pan-London Analytical Capability Framework
What is it?
This framework outlines a core set of skills for a local government analyst, or similar analytical-focused role.
It covers technical skills, analytical competences and general competencies, structured into different levels of responsibility (Levels 1, 2 & 3).
Why did we create it?
We created it in collaboration with our LOTI Data Leaders Network, in response to work started by Westminster City Council, to develop a shared understanding across London local government on the foundations needed for an analytical role and to help build up an accepted and respected analytical profession.
It aims to support boroughs to facilitate employees’ career progression, attract and retain analytical talent.
Who should use it?
This resource should be useful for:
- Local government analysts, or similar (typically spend >50% of their role on analysis), considering their skills development and career planning
- Line managers looking to take stock of the skills in their team, support individuals with their development, and undertake workforce planning
- Hiring managers wishing to create more effective and consistent job descriptions and to support with the shortlisting/interview process
- Anyone wanting to learn more about analytical roles in local government, what they do and why they are important
