Introduction
This project was part of LOTI’s Digital Inclusion Innovation Programme, which aims to use innovation methods to design and scale initiatives that support digitally excluded Londoners who have been left particularly vulnerable during the Covid pandemic.
Barnet, Brent, Kensington and Chelsea, Southwark and Westminster came together to map digital exclusion across London.
The collaboration built a publicly available map on the London DataStore that can help boroughs identify areas of digital exclusion, the key groups affected, and the types of needs they may have. The project also created and validated a bank of personas of digitally excluded groups.
The map sits alongside a toolkit and methodology to enable other boroughs to understand the mapping and validation process and replicate the analysis for their own local geographies. Accompanying quantitative and qualitative research enables users to use the map to understand the spatial distribution of digital exclusion and the types of interventions that are required to support the specific needs of the digitally excluded people identified.

The project was funded as part of LOTI Covid Innovation Fund, which allocated £150K from LOTI’s budget to help boroughs work together to address Covid-related challenges. Our aim was to fund two projects, with half the money going towards an idea that involves making smarter use of data, and the other for a digitally-enabled initiative.
